Community Accountability Reporting Mechanisms (CARM) was developed as part of Mercy Corps’ global commitment to accountability to affected populations and the prevention of all forms of exploitation and abuse.
CARM is a channel for all community members to provide feedback, suggestions, complaints, and concerns, in a manner that is safe, confidential, transparent, and accessible, enabling Mercy Corps to respond and make any necessary programmatic or safeguarding adaptations and to ensure the safety, security, and empowerment of program participants.

Feedback Channels

Any program participant, partner, supplier, vendor, local authority, or community member can submit feedback through any of the available channels. Mercy Corps team members who do not feel comfortable speaking directly to their supervisor, a senior leadership team member, trusted leader, or the Integrity Hotline can also submit feedback through the CARM system.

Mercy Corps will not tolerate retaliation against individuals who submit feedback. Any team member who retaliates against an informant will be subject to disciplinary action, which may include termination of employment. See Mercy Corps’ Ethics Complaint Whistleblower Policy for additional details.

Core Humanitarian Standard

The Core Humanitarian Standard on Quality and Accountability (CHS) places communities and people affected by crisis at the center of humanitarian action and promotes respect for their fundamental human rights. The CHS sets out Nine Commitments that organizations and individuals involved in humanitarian response can use to improve the quality and effectiveness of the assistance they provide.

Commitment #5 states that communities and people affected by crisis should expect access to safe and responsive channels to handle complaints. Effective CARM enables Mercy Corps teams to meet this crucial commitment to affected populations.
